Make dough with 1 cup maida ,1 and a half tablespoon oil,salt and water. Its like the samosa dough. Now make any filling of your choice ...veg or non veg.As per the pics roll into a round form a little dough .On both sides make slits in the center portion of the puri.Now place the filling right in the center.Start over lapping from either side the slits one by one.Use little water to seal the gaps.Now the uppermost portions make a triangle to look like the fish head.Use peppercorn for the eye.Now the lower most part should be shaped into a tail .Use a fork to give the appearance of a tail. Fry like samosa.
